The basis of the system's criteria was to allow emergency scene communications to continue without interference while alerting
additional apparatus and/or stations to respond to the scene or other routine incidents. The system also eliminates interference
with allied emergency service communications which may be on-going at the scene for the duration of the emergency. Therefore,
communications between emergency incident commanders, fire apparatus, emergency medical services and fire police at the scene can be
accomplished without interfering with one another and still allowing key command personnel to communicate with any of the respective
services operating at the incident. In addition to establishing a countywide mutual aid frequency, four separate geographical operational
zones, and four TAC channels allows simultaneous emergency scene operations within the county without interference from one another.
In concert with simultaneous emergency scene operations, routine dispatching functions do not interfere with those ongoing operations due to
the dispatching frequencies' independence from all other operating frequencies.
Operational zones have been established based upon the following considerations: alarm loading potential, mutual aid
requirements by individual districts. It must be kept in mind that there are fringe areas in any plan. The
flexibility of the system and the companies who operate on these fringe areas and respond routinely in one or more
zones for mutual aid purposes has been built into the system.
